Female Announcer:  Here’s Rudy Giuliani.

Giuliani:  Democrats want to move in the direction of much bigger government, socialized medicine, increasing government regulation, much higher taxes.

They are making the promise to raise taxes, the only thing I can tell you in addition to that is that they’ll raise taxes even more then they promised.  They want to take more of the people’s money.

I want to give the people back more of their own money, because I know that’s going to create more jobs for us.  Lower taxes - you are going to see your economy grow.  Raise taxes and we are going to see ourselves in a very, very difficult situation, with fewer jobs and jobs fleeing America. When I was mayor of New York they gave me this group of recommendations to raise taxes and raise fees and I immediately threw it in the garbage can.

Instead I did just the opposite.  I lowered taxes.  I reduced the growth of government.  I made government more accountable, and New York City boomed.  A deficit to a surplus.  From high unemployment to low unemployment.  I have no question that I can the same thing for Washington that I did for New York City.

Notes: The Iowa Democratic Party responded with a press release that stated in part:
Former Mayor Rudy Giuliani unveiled another new radio ad in Iowa today. But it has become increasingly apparent to Iowa caucus goers that the former Mayor believes hearing him on the radio is more than enough to earn their support on caucus night.

Giuliani’s last real Iowa visit (besides the refueling stop he made on August 24) was August 15, when he tried to fit in at the Iowa State Fair. For over a month and a half, Giuliani has said he is competing in Iowa, “We’ll be in Iowa quite a bit,” he said to Radio Iowa’s Kay Henderson, in yet another virtual Iowa appearance, this time in September.

“Giuliani must think Iowa caucus goers don’t need to see him to caucus for him,” said Carrie Giddins, Iowa Democratic Party Communications Director. “One thing is very clear; there is no substitute for being in Iowa. Iowa caucus goers are proud of their tradition of shaking a candidate’s hand and asking them the tough questions face-to-face, nothing has changed this election cycle to explain Giuliani’s dismissal of Iowa.”
