Cox was the first
declared
candidate and he invested significant resources in his
campaign.
By Jan. 2007 the Cox campaign had offices in the key early
states of Iowa,
NH and SC. However, he did not manage to rise above
"fringe candidate"
status, and his campaign underwent a lot of turnover.
As one former
staffer stated, "John is in charge of the campaign; he's
running the campaign
himself."
