| August 11, 2006--Fourth District Congressman Tom Latham (R) and his Democratic challenger Dr. Selden Spencer spoke (separately) at the Des Moines Register's Soapbox. Latham, who was first elected to Congress in 1994, is favored in the race over Spencer, who is making his first run for office. The 4th CD encompasses 28 counties in central and northeastern Iowa, all the way from counties surrounding Polk County (Des Moines) to Allamakee County in the northeastern corner. | |||
