February 28, 2006--Gov. Phil Bredesen (D-TN) prior to the closing plenary session. He is seeking re-election in 2006. Bredesen has drawn attention for reining in costs for TennCare, the state's Medicaid program. In early 2005 he was the subject of a smattering of presidential speculation among Democrats looking for a moderate Southern candidate.
