Feb. 28, 2005 -- Gov. Bill Richardson (D-NM) and several other Democratic governors spoke at a press conference in conjustion with the National Governors Association winter meeting.  Richardson is the 2005 chairman of the Democratic Governors' Association.  The governors were particularly concerned about Medicaid, the federal-state program pays for medical assistance for people with low income.  Medicaid costs have been increasing rapidly to the point where they now comprise the largest portion of state budgets, and President Bush's FY 2006 budget proposes federal cuts of $60 billion over ten years.
