| January 25, 2006--Sen. Hillary Rodham Clinton (D-NY) spoke at the Mayors
Arts Luncheon during the U.S. Conference of Mayors' 74th winter meeting
(more). Clinton said that homeland
security funds are sitting in the Treasury because "cities are forced to
navigate a maze of bureaucracy...in order to access homeland security funds."
"You ought to be getting that money directly," she said. Clinton
pointed to the failure to develop interoperable communications system as
a particular concern.
Clinton said a major theme of the Bush Administration is "you're on your own." "Costs are being shifted onto all of you," she told the mayors. She said the health care proposals the President is expected to announce in his State of the Union address "will shift costs and risks even more" onto individuals. Government should "base decisions on evidence, not ideology," she declared. |
