July 22, 2006--Having settled on Nevada and South Carolina, the Rules and Bylaws Committee turned its attention to debating the opening date of the pre-window period. 

In addition to January 14 and January 21 some members of the Committee advocated for January 7, 2008, arguing that that date would allow a more considered pace and might also preclude the possibility of a rules fight.  However, Committee member Don Fowler argued convincingly that Christmas, New Year's and other holidays made January 7 impractical because it would be very difficult for the candidates to campaign effectively.

January 21 did not receive much consideration.
This vote was conducted by show of hands; the Committee opted for January 14, 2008.

Note that the recommended January 14 start and January 19 date for the second caucus appears to run afoul of Iowa Code.  Travis Brock, director of the Iowa Democratic Party's Coordinated Campaign, brought along a copy of the Iowa Code, which states, "The date [of the precinct caucuses] shall be at least eight days earlier than the scheduled date for any meeting, caucus or primary which constitutes the first determining stage of the presidential nominating process in any other state, territory or any other group which has the authority to select delegates in the presidential nomination."
