July 23, 2006--On the second day of its meeting, the DNC Rules and Bylaws Committee considered proposed draft delegate selection rules and the proposed draft call for the 2008 Democratic National Convention.  

The delegate selection rules outline procedures and timing the state parties must follow in their delegate selection processes.  The Committee approved 12 of the 20 delegate selection rules and held over eight for further fine-tuning and consideration at its meeting in Chicago next month.  

The Committee then took up the convention call, which outlines such details as the number and distribution of delegates, establishment of convention committees, and rules of the convention committees.  In an effort to counter frontloading, the Committee has been considering establishing an incentive system using bonus delegates to encourage states to hold their primaries or caucuses later in the process.  This would actually require changes to the party's charter.  However, the effort has run up against a concern about expanding the size of the convention.  Staff advanced a proposal to cut the number of base delegates from 3,000 to 2,500 and the add the bonus delegates on top of that.  Under this proposal late states would gain delegates, but early states could end up with fewer.  For example New Hampshire would go from 19 to 16 base delegates.  The idea of cutting some states' delegations did not go over well with the Committee, which put off further discussion on the matter for the Chicago meeting.  "We will have a lot of work to do in Chicago," said one member of the Committee.
