July 28, 2006--Sen. Chuck Hagel (R-NE) addressed U.S. foreign policy in the Middle East in a speech "A Defining Time for 21st Century American Leadership" at the Brookings Institution.  Hagel's speech came at a time when the United States and the international community were struggling to address Israel's forceful response to Hezbollah in Lebanon over the past two weeks.  Hagel called for engagement even with "bad guys" such as Iran and Syria.  He noted for example that the United States pulled its ambassador to Syria a year and a half ago.  "I think Syria has to be engaged," Hagel said.  "There's enough blame to go around, "but the United States has not been engaged," he said.  Hagel warned against "framing the world in absolutes," instead describing a "gray, hazy dynamic of international relations."
