May 17, 2007--In a speech at a New America Foundation forum, Gov. Bill
Richardson (D-NM) vowed to be "the energy President." "I'm calling
for an energy and climate revolution," Richardson said. He set out
five goals:

sharply reduce oil imports through measures such as plug-in cars and increased
fuel efficiency standards;

achieve greater efficiency in the electrical sector, for example by mandating
that utilities increase renewables;

reduce greenhouse gases by at least 20 percent by 2020 starting with a
market-based cap-and-trade system;
-
capitalize on strengths in science and technology with a National Energy
Innovation Trust Fund; and
-
lead by example.
Richardson said it will be necessary for the American people to "sacrifice
for the common good." |
