July 22, 2006--DNC Rules and Bylaws Committee members Sally Pederson (who is also Lt. Governor of Iowa) and Kathy Sullivan (who is Chair of the New Hampshire Democratic Party) talked after the first day of the Committee's meeting.  Their two states may be headed into conflict with the DNC over the calendar changes.

In a July 20, 2006 letter to Committee members, New Hampshire Gov. John Lynch warned, "Placing another state's caucus or primary between Iowa and New Hampshire, or placing another state within a week following New Hampshire, could put New Hampshire and the DNC on a collision course, resulting in chaos for the nominating process."  Lynch described the actions Secretary of State Bill Gardner, whom he described as "one of the staunchest defenders of New Hampshire's primary," might take.  "You should assume that he will move up New Hampshire's primary date, perhaps even ahead of Iowa, if he determines it is necessary to uphold New Hampshire law," Lynch wrote.

Iowa could pose problems as well.  The Rules and Bylaws Committee recommended a calendar which starts on January 14 (Iowa caucuses) and shows January 19 as the date for the new Nevada pre-window caucuses.  This appears to run afoul of Iowa Code.  Travis Brock, director of the Iowa Democratic Party's Coordinated Campaign, brought along a copy of the Code, which states, "The date [of the precinct caucuses] shall be at least eight days earlier than the scheduled date for any meeting, caucus or primary which constitutes the first determining stage of the presidential nominating process in any other state, territory or any other group which has the authority to select delegates in the presidential nomination."
